When is cut off for paying for registration for a show?

I was at a show in early October. My wife was competeing. I saw a man pay his money the night before the show. Then the day of the show my wife saw a woman pay her money right before the night show, during their meeting with a check even. What's really bad these two people won theirs classes. Is this being fair to the other competitors? I would really love some feedback on this.
